A new Māori & Pacific Investment Fund (“the Fund”) approved by the A Better Start – E Tipu e Rea National Science Challenge (“the Challenge”) Board was established to encourage Māori and Pasifika-led research within the Challenge.
Funded by the Ministry of Business, Innovation and Employment (MBIE), the new fund amounts to $2m over 3 years from 2019 to 2021, which comprises approximately 10% of the total Challenge fund of $20.5m over 5 years from 2019 to 2024.
To ensure effective dissemination of the Fund, the Board commissioned two processes of consultation, one with Māori and the other with Pacific stakeholders, to inform the administration of the Fund. A Pasifika scoping report was developed to inform the Pasifika consultation process and included relevant knowledge and insights to support the collection of feedback from stakeholders. This report supplements the scoping report and outlines the findings from the ensuing consultation with Pacific stakeholders on the priorities and parameters of the new fund. In this think-piece document, we refer to the discussions with Pacific stakeholders in response to the questions posed throughout the scoping document, for consideration by the Board and the Leadership Groups (Kahui Māori and Pacific Advisory Groups).
As noted in the Pasifika Scoping Report, recommendations to the Board are intended as “in addition to” the Challenge’s existing commitment and obligations to Māori and Pasifika in terms of meeting Māori and Pasifika research aspirations, capacity building, providing leadership opportunities. It is considered an “and-and” approach creating an extra pathway that provides opportunities for Māori and Pasifika leadership in research.
