This scoping document provides baseline information to inform consultation on a newly established fund for Māori and Pasifika-led research within the A Better Start – E Tipu e Rea National Science Challenge (“the Challenge”). Funded by the Ministry of Business, Innovation and Employment (MBIE), the Challenge is seeking clarification of priorities and parameters for the new Māori and Pasifika investment.
A multi-modal approach to the consultation and ‘think-piece’ development process was proposed which included: Ongoing review of literature and documents and ‘talanoa’ with Pacific stakeholders will be added to the final ‘think-piece’ document to support – or challenge – the views and findings presented in this report.

The information presented in this report reflects relevant knowledge and insights to date, with the intention of supporting the implementation of a Pasifika research approach within the $2 million fund committed to Māori and Pasifika-led research.

This scoping report is developed in conjunction with, and on behalf of, the Challenge’s Pasifika Advisory Group (PAG). It is to be read together with the kaupapa Māori scoping report prepared by the Kāhui Māori Advisory Group, both which have been developed in alignment to inform the Māori and Pasifika research investment.
